For more than a century the Andorians fight for their survival because their complicated procreation-process necessitates four bond-partners who need to be compatible to ensure the birth of a new Andorian. The number of prospective partners Has been in decline for generations and now the last attack of the Borg collective has thinned out the ranks even more.
While some use every mean available to find a way to help, some groups very vocally detest help from outside and especially genetic cures that introduce alien DNA into the gene-pool. Some even see the crisis as divine testing of the Andorian faith and the experiments of the Federation-backed scientist as blasphemy.
The provisional government in place after the Borg attack killed the ruling group while destroying the Andorian capital Cpt. Picard is send to Andor to help in research and in helping the ad hoc-presider to calm the atmosphere. But soon the government and the StarFleet-helpers are plagued by escalating disturbances and political strife until a quite unexpected player plays out a century-old trump to change the political landscape of the whole quadrant.
The Typhon Pact-novels get more and more politcal and it is interesting to draw parallels to current events - some just occurring shortly after the novels have been published. Perhaps one should include them in the teaching for ministers for foreign affairs and diplomats. Quite a good read.
