Spock is still on Romulus to further the reunification-movement and following a Reman assassination-attempt on him he wriggles the legalisation of the movement out of the new praetor who hopes to re-unite the two parts of the Romulan Empire and thus become the controlling force of the new-fangled Typhon Pact. But it is not clear where Tal'aura's real interests are and where the Assassin had come from.
The new-comers in the Pact - the Tzenkethi - are also aiming at a controlling position in the new coalition and they work on this very hard and subtle, which in a way is part of their cultural background of which we learn quite a bit in this book.
Connecting this is Ben Sisko, but here the novel goes a bit awry, because a lot of new background is created - especially concerning the Tzenkethi - which is not necessarily helpful. But apart from this the novel is well worth the money and the time one needs to read it.
