The first thing to say about "Under the Eagle" is - well, if you liked the first part of Jack Whyte's "Camulod Cronicles", you will love "Under the Eagle".
The plot is multi-layered and brisk as a legionary route-march - fast enough to get where you're going without complete exhaustion, but quick enough to keep the reader's interest. The characters more sketched than drawn, their actions defining them more than their decriptions. An attempt to get inside their heads - to explore the roman mind - is made, with mixed results. However, that is not the aim of the book. Instead, it is a terse, clean-cut adventure story within a historical background that is lovingly detailed. The readers of Vegetius, Julius Caesar and Polybius will recognize the historical texts brought to life. It feels right.
In fact, the only critique I will make is that the Germanic and Briton enemy is not really described, something that could feature promiently in defining the personalities of the characters. Scarrow's Romans put them down as "stinking barbarians", but even so, such a dangerous enemy would pique the interest of a soldier, especially a bookish, reluctant one like Cato.
I am already looking forward to reading the next one.

I can't keep myself from wondering about the accuracy of this book, after reading the books from C. McCullough.
There is a lot of action and a lot of sreaming "I can't hear you" and "Yes Sir!", make me think of good old Full Metal Jacket, all the time.
Yound Cato is running through a burning village, coughing because he was exposed to so much smoke and then he cringes because of the smell of a cape he took from a german?

In conclusion: The book has a lot of action and therfore it is an easy read for a bored sunday afternoon. Just don't pay attention to the details and don't expect to learn anything about rome.
