Rochin had been near death. In fact, he was so ill, that Marlos Mavin, his father's friend and Licensed Practioner of Khamli expected him to die. But then he recovered. Marlos called it a miracle. The local magistrate called it something else - illegal.
In Rochin and Marlos' home, the Kingdom of Trilam, it was illegal to use Khamli, the magical force that surrounds everything, without a license.
