I suppose "Movin' out" is a show that cannot be really represented by a cast recording as Twyla Tharp, who conceived, directed and choreographed the show was its star in a way. All that can be captured on the CD is a man who is not Billy Joel singing songs written and originally sung by Billy Joel. I am not too familiar with Joel so I don't really know in how far what Michael Cavanaugh does to the songs differs from the original versions. He certainly can sing but he does not thrill me enough to make me want to listen to the CD repeatedly. Regarding Joel's music: It is much better than average pop music. It can be very catchy as in "Uptown Girl" or "The River of Dreams" or more intricate as in "An Innocent Man". But I assume that for any non-cast recording-fanatic, a collection of Joel's versions might be the way to go.
