As nobody seems to be interested in publishing the story line, here we go, back cover first:

In response to the growing use of sophisticated digital encryption to conceal potential threats to the United States, the National Security Agency has ushered forth the new dawn of intelligence-gathering techniques. The top-secret initiative is dubbed Third Echelon.

Not too informative for someone who knows the game, so what is this about? I try my best to avoid spoil the story in case you want to read the book: after a short introduction to the Sam Fisher character and the 'action and gear' during a job in Macau we learn that Splinter Cells across the world get killed in action. Top enemy terrorist organization is the Shadows operating from the Middle East; an illegal arms trading organization called the Shop is also top of the list of Third Echelon. Fisher is tasked to track the weapon trades and shut down their business, this lets him travel to various hot spot places in the Middle East region: Iraq, Iran, Azerbaijan, ...
This is fairly much a collection of video game levels in novel form. Well, what else do you expect on the other hand? A slightly annoying factor added is Fisher's daugther [SPOIL?] that is taken hostage in Israel to make Fisher get in the Shop's line of fire. This extremely feels like taken from TV, "24" - first season. How the Shop got to know and find Fisher's daugther is very vague and tough to believe, feels very much constructed.
What I expected and did not find was 150% American hurra!-patriotism. The 2004 Iraq situation is described with a non-American government aligned view, also other countries in the region are described un-biased. Positively surprised here.
What annoyed me most at first is the writing style: I prefer third person as in majority of books, this is written in ego style (correct term? "I feel the pulsating on my wrist"); this "I"-style is harder to read.
So: not too much depth, some interesting details on Fisher and his background to develop a character, a story that is interesting and not too constructed. Still it feels a bit flat - "there's a great video game out there, Clancy's name is on it... let's write a novel". Not a bad start (for a series?), but could have been better as well. This way give it 50% / 3 stars.
